As opposed to say, sugar, which dissolves in water, nail polish forms what is known as a suspension. The molecules of the organic solvent in the nail polish tend to stick together when exposed to water molecules from all sides, rather than dissociating and dissolving into them.
As a result, the nail polish seems to be 'suspended' on the water. As the bottle is being moved on the water surface, the polymer in the nail polish forms a film over the bottle surface on the points where the bottle is the least wet.
