The interesting thing about dry ice is that unlike normal ice, it does not melt into a liquid, instead it directly turn into gas by a process known as sublimation.
There is a difference of around 100 degree Celsius between dry ice and room temperature. Similarly, imagine how quickly normal ice would vaporize at 100 degree Celsius! Exposing dry ice to room temperature therefore makes the CO2 gas almost leak out of the solid dry ice. When we put some warm water in the dry ice, the rate of sublimation becomes much higher, causing much more of the dry ice to evaporate into CO2. By using the cloth soaked in dishwashing fluid, we make a film of soap on the rim of the bowl holding dry ice. As the CO2 gets released and expands, it gets trapped within the film, giving us an expanding bubble. On the other hand, the bag explodes because unlike the bubble it can hold a lot more pressure and keeps doing that till it can’t hold any more, and then it bursts. )
